Setup options on the device include transferring a SIM from another phone, scanning a carrier QR code, searching automatically for a plan, or skipping activation and doing it later in Settings.
Samsung also adds a caveat worth repeating: "some carriers may not yet support the eSIM capabilities of your Galaxy phone." In Canada that's rarely a problem — Rogers, Fido, Bell, Telus and their prepaid brands all support eSIM — but it's why the *#06# check beats trusting a spec table.
Why the answer isn't a flat yes
The A17 family is sold in several SIM configurations depending on region and retail channel:
